Abstract

The educational right of the people with disabilities has been regulated in the constitution of UUD 1945 which has been translated in various forms of regulation such as Permendiknas RI no 7 of 2009. It has led local governments to issue policies to guaranttee the life and education for the people with disabilities. However, those have not been able to provide a better access for people with disabilities living in distant rural areas to get a proper education. This research was a qualitative study addressing the problem of people with disabilities living in Wonorejo, Banyuputih Situbondo. It is a small village located on the border of Situbondo and Banyuwangi. The result of this research showed that the people with disabilities in Wonorejo have difficulties in accessing the school because the lack of near inclusive school provided by the local goverment. It was resulted from the fact that the local goverment did not accurate data on the numbers of the people with disabilities and the numbers of the needed teachers to implement their policy.
